E-Com helps Washington State special education staff quickly create, store, and print OSPI-compliant forms. Portage Bay Solutions designed this system in close cooperation with special education professionals. Their main concerns were a lack of consistency in district forms and the use of outdated forms which no longer met OSPI standards. E-Com eliminated these concerns in addition to providing a user-friendly, compliant, automated, and accurate time saving system.

E-Com runs in either a single-user or multi-user mode. The multi-user mode allows staff across a network to gather all of a student's forms in one location for easier review and auditing of student history. Though E-Com does not eliminate the requirement of printed forms stored in permanent student records, it does greatly simplify the process of creating and managing the forms.
